The Office of Energy Research (OER) undertook an assessment of research projects (listed in Appendix A) sponsored by the National Photovoltaics Program. The Program is located within the Office of Energy Efficiency and Renewable Energy (EE). This report summarizes the results of that review. The National Photovoltaics Program Plan for the U.S. Department of Energy (DOE), published in January , calls for an assessment in of its program for funding undergraduate students at the nation’s Historically Black Colleges and Universities (HBCUs). The Federal Photovoltaics Utilization Program(FPUP) was established in with the belief that getting photovoltaic cells into the market was a “bootstrap problem” - one of eliminating. The Photovoltaics (PV) subprogram supports research and development projects that lower manufacturing costs, increase efficiency and performance, and improve reliability of PV technologies, in order to support the widespread deployment of electricity produced directly from sunlight (“photovoltaics”).
